The 15th Tsinghua University High-level Forum on Public Administration: Sub-forum 3 - "Sustainable Development and Modernisation of Governance" was successfully held at the School

On 31 October 2020, on the occasion of the successful conclusion of the Fifth Plenary Session of the 19th CPC Central Committee, the 15th Tsinghua University Public Administration Forum was held at Tsinghua University with the theme of "14th Five-Year Plan for the New Century".

This year's High-Level Forum consisted of four sub-forums, covering four hot topics: "High-Quality Development and High-Efficiency Governance in Chengdu in the 14th Five-Year Plan", "Leadership Development in the New Era", "Sustainable Development and Governance Modernisation", and "Poverty Eradication and Rural Revitalisation". Among them, Sub-forum 3 - "Sustainable Development and Modernisation of Governance" is hosted by the SPPM, organized by TUSDG and supported by Pernod Ricard China. As an important part of the 15th Tsinghua University High-Level Forum on Public Administration, this sub-forum is one of a series of activities to celebrate the 20th anniversary of the founding of the SPPM of Tsinghua University.

Speech by Xue Lan

First of all, Xue Lan pointed out in his speech that 2020 is the final year of the 13th Five-Year Plan, the layout of the 14th Five-Year Plan and the 75th anniversary of the founding of the United Nations. At this critical juncture, it is important to take this sub-forum as an opportunity to join hands with experts and scholars in the field of sustainable development to discuss the relationship between sustainable development and governance modernisation.

Keynote Speech by Huang Jing

Subsequently, Huang Jing delivered a keynote speech entitled "Implementing the Spirit of the Fifth Plenary Session of the 19th Central Committee of the CPC and Fully Promoting Innovation-Driven Sustainable Development". He believes that the task of achieving carbon neutrality by 2060 is extremely arduous, which requires changes in our national development strategy, clean technology, green consumption, etc. At the same time, the continuation of human civilisation in the future will also require a new revolution - that is, a sustainable revolution - in order to fully promote global sustainable development.

Keynote speech by Poon Kit

In her report titled "Sustainable Development and Governance of the Guangdong-Hong Kong-Macao Greater Bay Area", Poon Kit pointed out that the establishment of the Greater Bay Area by the State aims to achieve synergistic, sustainable development and innovation in the region of China. She pointed out that the Guangdong-Hong Kong-Macao Greater Bay Area is currently facing the challenge of synergistic development, especially the practical bottleneck in the context of one country, two systems and three jurisdictions. The future development of the Greater Bay Area requires us to boldly innovate and reform the governance system, including innovation and reform in policymaking, law, implementation and regulation.

Keynote speech by Chai Qimin

Chai Qimin made a presentation entitled "China's Contribution to Global Climate Governance and the Outlook for the 14th Five-Year Plan". He shared the evolution of the global climate governance system and China's active and constructive participation in the multilateral process of climate governance. In particular, China's efforts to push for the entry into force of the Paris Agreement also highlight its active and effective promotion of a new type of great power diplomacy.

Keynote speech by Wang Jue

In the report "Good Time, Good Place - Exploration and Practice of Pernod Ricard's CSR and Sustainable Development", Wang Jue emphasised the indispensable role and contribution of enterprises in practicing sustainable development and green development, and used Pernod Ricard's own actions as a corporate case study to share Pernod Ricard's concrete actions in implementing the SDGs.

Keynote speech by Zhu Xufeng

Zhu Xufeng shared the design of his team's "Study on the Contribution of Chinese Enterprises to Promote the Global SDGs in 2030" - to construct a set of comprehensive indicator system for tracking the public welfare donation behaviours of enterprises in the SDGs, and to conduct an overall evaluation of the sustainable development behaviours of enterprises, especially the public welfare donation behaviours, through a combination of case studies and quantitative statistics.

This sub-forum focuses on the United Nations 2030 Agenda for Sustainable Development and the modernisation of national governance, which is of great practical significance for the modernisation of the national governance system and the achievement of sustainable development in the three dimensions of economy, society and environment through dialogue and exchange among multi-party subjects in the future.
