On the afternoon of 11th September, 2020, the initiating meeting of major programme of the National Social Science Foundation "Research on Mechanisms for Improving the Realisation of the Institutional Advantages of Giving Full Play to the Dual Positivity of the Central Government and the Local Authorities", in which Prof. Zhu Xufeng of the School of Public Policy & Management (SPPM) of Tsinghua University and the Institute of Sustainable Development Goals of Tsinghua University (TUSDG) serves as the chief expert, was successfully held at the Tsinghua University.

Firstly, Xue Lan, General Adviser of the Group, thanked the participating experts for their support and interest in the topic. He pointed out that, due to the vastness of China and the imbalance of economic, social and cultural development among different regions, the key to modernizing national governance and giving full play to the "Dual Positivity" is how to deal with the relationship between the central government and local authorities.

On behalf of Tsinghua University, Meng Qingguo congratulated on the convening of the initiating meeting and welcomed the experts. He said that the Fourth Plenary Session of the 19th CPC Central Committee has made "improving the system and mechanism of giving full play to the dual positivity aspects of the central government and local authorities" as the core content of promoting the modernization of the national governance system and state capacity, and the necessary measures to improve the national administration system and enhance the effectiveness of government governance. Tsinghua University has always attached great importance to the national economic and social development of the major propositions and decision-making needs, the establishment of this topic is not only very important disciplinary research of practical significance and theoretical value, but also one of the important progress made by Tsinghua University Liberal Arts.

Zhu Xufeng, as the chief expert of the topic, made a report on the initiating of the topic. He made a detailed report on the topic of "Research on Mechanisms for Improving the Realisation of the Institutional Advantages of Giving Full Play to the Dual Positivity of the Central Government and the Local Authorities" and its five sub-topics from four aspects, including background information and research framework, research team and division of work, and expected goals and progress arrangement.
