On March 25th, Elsevier officially released the 2024 “Highly Cited Chinese Researchers” list. The list is based on the world's authoritative citation and indexing database Scopus as the statistical source of Chinese scholars' research achievements, and adopts the methodology developed by ShanghaiRanking Consultancy, with Elsevier providing data support and technical implementation for the list. The total number of “2024 China Highly Cited Researchers” on the list is 6,388, coming from 547 universities, enterprises and research institutes, covering 10 subject areas and 83 first-level disciplines of the Ministry of Education.
According to the data of the list, there are 45 scholars on the list of highly cited scholars in the field of Public Administration in China in 2024, which is an increase of 7 scholars compared with the list in 2023. They are from 21 universities, of which the number of scholars on the list is more than 2: 10 from Zhejiang University, 5 from Fudan University, 4 from Renmin University of China, 3 from Tsinghua University, 3 from Huazhong University of Science and Technology, 3 from Shanghai Jiaotong University, 3 from Sun Yat-sen University, and 3 from Jiangxi University of Finance and Economics.

During the production process, the list evaluates the scholar indicators from multiple dimensions, and optimizes the methodology for attributing scholars to their disciplines and determining them accordingly. The list analyzes the performance of Chinese scholars based on the conditions such as the authors of Scopus-indexed scientific research results published by Chinese (mainland) institutions, and their current work units are in China, including non-Chinese and non-Chinese scholars; and only scientific research results published by the above mentioned scholars as the first author or corresponding author are counted. Among them, the above scholars in the list statistics need to fulfill a number of conditions such as the number of included literature more than one, at least one global top 1% highly cited literature.
