On July 30, 2025, the United Nations Economic and Social Council (ECOSOC) formally approved the nomination by the UN Secretary-General of 24 experts for the Committee of Experts on Public Administration (CEPA). Professor Xue Lan, Distinguished Professor of Arts, Humanities and Social Sciences at Tsinghua University, Dean of Schwarzman College, Director of the Institute for AI International Governance, and Director of the Institute for Sustainable Development Goals at Tsinghua University, was among the 24 nominated experts. He has been reappointed to the Committee in his personal capacity for a four-year term, from August 1, 2025, to July 31, 2029. Professor Xue Lan had previously been appointed to the Committee on July 22, 2021.

Established by ECOSOC through its resolution 2001/45, the CEPA is composed of 24 members who meet annually at the UN Headquarters in New York. The Committee's mandate is to support the work of ECOSOC by promoting the development of public administration and governance among Member States, particularly in the context of the 2030 Agenda for Sustainable Development, and by supporting the implementation and review of the Sustainable Development Goals (SDGs).

Since its transformation from a working group into a fully-fledged committee in 2001, CEPA has held annual sessions to provide advisory guidance on public administration, helping to achieve internationally agreed development goals (IADs), including the Millennium Development Goals (MDGs) and the SDGs. Furthermore, the Committee reports to ECOSOC on governance and public administration for socio-economic sustainable development, with a special focus on themes such as human resources development, participatory governance, capacity development in post-crisis and post-conflict countries, and innovation in public administration and governance.
