On April 24, a delegation led by Esther Dweck, Minister of Ministry of Management and Innovation in Public Services of Brazil, visited Tsinghua University. Vice President of Tusinghua University Peng Gang met with the delegation at the West Hall of Gongzi Ting, where the two sides exchanged views on further deepening cooperation.

Peng Gang noted that Tsinghua University places great importance on its cooperation with Brazilian public administration authorities and higher education institutions. This year marks the 115th anniversary of Tsinghua University, and the University is fully implementing its Global Strategy, advancing high-level opening-up, and building a more open, integrated, and resilient world-class university. He hoped that this visit would serve as an opportunity to further promote in-depth cooperation in public administration, scientific and technological innovation, and talent cultivation, and to jointly elevate China-Brazil educational and research exchanges to a new level.
Esther Dweck admired Tsinghua University for its achievements in talent cultivation, academic research, and international cooperation. She expressed her aspiration to engage in multi-tiered and wide-ranging cooperation with Tsinghua University, and to jointly explore pathways toward governance modernization that meet the national conditions of both countries.
Peng Gang and Esther Dweck jointly witnessed the signing of a school-level memorandum of understanding between Zhu Xufeng, Dean and Professor of the School of Public Policy and Management of Tsinghua University (Tsinghua SPPM) and Executive Director of the Institute for Sustainable Development Goals of Tsinghua University (Tsinghua SDG Institute), and Betania Lemos, President of the National School of Public Administration of Brazil (ENAP). Marcos Bezerra Abbott Galvão, Brazilian Ambassador to China, together with relevant officials from Tsinghua SPPM, the Institute for Carbon Neutrality, and the Office of International Affaris, attended the meeting.

In the morning, Esther Dweck also attended the “Meet SDGs” Forum, hosted by Tsinghua SPPM and organized by Tsinghua SDG Institute, where she delivered a keynote address on the theme of “Brazilian Economy and State Transformation”.

The signing of the memorandum of understanding between Tsinghua SPPM and ENAP was facilitated through the active efforts of Tsinghua SDG Institute. Since 2019, Tsinghua SDG Institute has been continuously advancing international talent cultivation for Tsinghua SPPM and successively established partnership with the governments of Indonesia, Saudi Arabia, Brazil, and other countries. It has successfully organised ten high-level training programmes, cultivating more than 500 leading figures from governmental, business, and academic sectors. By academic research and educational practice, it has contributed to the implementation of national strategies and advanced global public governance and the SDGs realisation.
In October last year, jointly hosted by Tsinghua SPPM and ENAP, and co-organised by Tsinghua SDG Institute and Executive Education Center of Tsinghua SPPM, the first Capacity Building Programme on “Digital and Sustainability Leadership” was successfully held. Twenty-five senior officials from nine Brazilian ministries and their affiliated agencies gathered at Tsinghua University to participate in the programme. The successful delivery of the training received a letter of appreciation from Betania Lemos, President of ENAP, as well as high praise from the Brazilian participants. This July, the two sides will further advance their cooperation by holding another training programme for Brazilian government officials. This fully reflects the continually deepening partnership between the two institutions.
