On November 15, 2024, the BRI International Green Development Coalition (BRIGC) released the BRI Green Development Outlook (hereinafter referred to as the Outlook) at the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC), which was highly praised by all parties.

The Outlook reveals that from 2010 to 2020, the green development index of participating countries continuously improved, demonstrating tangible achievements in the construction of the Green BRI. Compared to 2013, the average green development index of participating countries increased by 3% in 2020, reflecting an overall upward trend in green development levels. In particular, in the environmental and social development dimensions, the average green development index in the environmental dimension for participating countries in 2020 increased by 1.32% compared to 2013, with an average annual growth of 0.19%. This growth rate is significantly higher than the average annual increase of 0.08% observed from 2010 to 2013. Notably, countries such as Singapore, the United Arab Emirates, Saudi Arabia, and Georgia made remarkable progress, with their green development indices increasing by over 10%.

The Outlook comprises four main sections: Background Introduction, Green Development Assessment and Case Studies, Identification of Key Areas, and Future Policy and Action Recommendations. It systematically reviews the progress in building the Green BRI since the proposal of it, constructs a green development indicator system and assessment methodology for the BRI, evaluates the current status and potential of green development in participating countries, and identifies eight key areas: biodiversity conservation, climate change response, green finance, sustainable ocean development, sustainable transportation, green energy transition, green technology innovation, and regulatory and standards connectivity. For each of these areas, the Outlook provides analysis of the current situation, future prospects, and cooperation recommendations.

The Outlook asserts that, at this challenging moment, the BRI, particularly the proposal of the Green BRI, offers the world a new perspective and possibilities. The Green BRI aligns closely with the aspirations of people in participating countries for a better life and deeply resonates with the requirements of the United Nations Sustainable Development Goals. It is poised to thrive with renewed vitality in the new era.
