From September 28 to October 31, 2022, the ‘2022 Ministry of Communications and Informatics of Indonesia - Digital Leadership Academy (DLA) Training Programme’ was successfully held. It was jointly hosted by the Ministry of Communications and Informatics (MCI) of Indonesia and the School of Public Policy and Management (SPPM) of Tsinghua University, and co-organised by the Institute for Sustainable Development Goals of Tsinghua University (TUSDG) and the Cadre Education Center of Tsinghua SPPM.
On September 21, 2021, Chinese President Xi Jinping attended the General Debate of the 76th Session of the United Nations General Assembly by video and delivered an important speech. He proposed the Global Development Initiative (GDI) and building a global community of development with a shared future. In the face of the current complex international circumstance and the severe impact brought by the global pandemic, the GDI is another timely China’s solution for the world to promote global development after the ‘Belt and Road’ Initiative (BRI) proposed in 2013, calling on all countries jointly moving a ‘new stage of development’ that is balanced, coordinated and inclusive.
One of the key contents of the GDI is ‘adhering on innovation-driven’: especially in the new stage of rapid development of digital technology, all countries should seize the historic opportunity of the new round of scientific and technological revolution and industrial change, accelerate the transformation of scientific and technological achievements into real-life productive forces, and find out the new driving force of economy after covid-19, so as to achieve the global development.
As an important joining member of China’s ‘Belt and Road Initiative’, Indonesia is facing the wave of development in the era of Industrial Revolution 4.0. President Joko Widodo has proposed a national strategy to accelerate the digital transformation of Indonesia and digital capacity building Initiative.
Based on this development background, Tsinghua SPPM and Indonesia MCI jointly hosted the ‘2022 DLA Training Programme’. It fully demonstrates the commitment and courage of both parties to undertake the national development mission.

In May, the ‘Kick-off Meeting of 2022 DLA Training Programme’ was held in Yogyakarta, Indonesia, Indonesian President Joko Widodo and Tsinghua President Wang Xiqin attended and delivered congratulatory speeches by video. Prof. Zhu Xufeng, Executive Dean of Tsinghua SPPM and Executive Director of TUSDG, attended the ceremony online.

In 2021, Indonesia MCI and Tsinghua SPPM hosted the 1st DLA training programme. The programme won ‘the First Prize of the Best Tsinghua University Continuing Education Programme’ in 2021. As the only overseas high-end talent training programme of Tsinghua SPPM wining this prize, the programme witnesses the unremitting efforts of Tsinghua SPPM in expanding global cooperation and strengthening the capacity building of international talents, and also fully reflects its important mission to cultivate international talents based on the new pattern of global development and governance today.
