The five-day Indonesian Ministry of Communication and Informatics CO-Class Training Program – the Frontier, Outermost and Underdeveloped Regions Go Digital Successfully Hosted was successfully hosted on June 17-21, 2019, at Tsinghua University's School of Public Policy and Management.

Based on the strategic cooperation agreement framework between Tsinghua University and Indonesian ministries, the CO-CLASS programme was officially approved to be established in 2017. Subsequently, the School of Public Policy and Management of Tsinghua University has cooperated with the Ministry of Manpower and the Ministry of Communication and Informatics of Indonesia to conduct 3 times Co-Class programme for government officials. The Co-Class programme contains diverse topics such as the transformation and upgrading of capacity building in Indonesia's ministry, leadership enhancement of government officials, the Fourth Industrial Revolution, Industrial Internet of Things, Artificial Intelligence, and etc. The training programme benefited more than 150 government officials. With the theme of "Digitalization in the Frontier, Outermost and Underdeveloped Regions", this year's training programme was jointly organized by the School of Public Policy and Management of Tsinghua University and Shangbao Indonesian, organized by TUSDG. Participants were mainly government officials from the Ministry of Communications and Informatics, and other ministries, managers from higher education institutions, and senior and middle-level managers from enterprises.

At the opening ceremony, on behalf of the Tsinghua SPPM, Prof. Zhu Xufeng warmly welcomed every Indonesian participant who had travelled a long way to China. He emphasized that Tsinghua University has a long tradition of cooperation with Indonesia. The visit of Tsinghua University leaders to Indonesia in 2016, the signing of the strategic cooperation agreement between the two parties, the establishment of the CO-CLASS training programme, and the establishment of Tsinghua University's Southeast Asia Center, all marked a new stage in the partnership between the two parties in talent cultivation, scientific research cooperation, and international exchanges. Prof. Zhu hoped that this project would not only promote more humanistic exchanges and educational cooperation opportunities between Tsinghua University and Southeast Asian countries in the future but also contribute to Tsinghua's strength in promoting the China’s " Belt and Road Initiative".

Subsequently, the five-day training program mainly covered diversified topics such as the development status of China's digital economy and its national policy and governance model, the current status of China's rural development and national policy and development strategy, the impact of digital technology on rural development and its application in different fields (e.g., agriculture, fishery, tourism, etc.), the development of high-tech enterprises and the construction of innovation ecosystems, and so on; We also invited renowned experts and scholars in government, business and academic sectors, including Zhang Wen, Deputy Director, Department of Science, Technology and Education, Ministry of Agriculture and Rural Affairs of the P.R.C.; Han Xu, Deputy Director, Bureau of Fisheries, Ministry of Agriculture and Rural Affairs of the P.R.C.; Chen Hongbo, Executive Vice President of TusHoldings; Prof. Xue Lan, Dean of Schwarzman College, Tsinghua University, Professor and former Dean of School of Public Policy and Management of Tsinghua University, Co-Director of TUSDG; Prof. Liang Zheng, Professor of School of Public Policy and Management of Tsinghua University, and Deputy Director of China Science and Technology Policy Research Center of Tsinghua University; and Prof. Teixeira Alessandro, Professor of School of Public Policy and Management of Tsinghua University, and former Minister of Tourism of Brazil. They shared China's experience in rural digitization development from the perspectives of the Chinese public sector, private sector, and academic institutions, which can be used as a reference for Indonesia to digitalize marginalized areas in the future.
Field Trip
During the training period, in order to enable the participants to experience the current development of digital technology in China and its application in different fields, the program arranged for the Indonesian participants to go to Meituan Group, the National Earthquake Emergency Rescue Training Base, and Pinggu District of Beijing City for field trips respectively.

Indonesia, with a land area of 1.91 million square kilometers and a population of 258 million, is the fourth most populous country in the world, the largest economy in Southeast Asia, the founding member of ASEAN, a member of the G20, and one of the most important countries in Southeast Asia for China's "Belt and Road Initiative" cooperation. Last year, the program won the first prize of the Tsinghua Excellent Training Program of the Year among hundreds of training programs in the university and was the only overseas training program that won the prize. The success of this year's training program in Indonesia will create favorable conditions for promoting the construction of China's "Belt and Road Initiative" and the "Going-Out" Strategy of Chinese enterprises.
