​International Training | 2024 Indonesia Ministry of Communications and Digital Affairs- Digital Leadership Academy Training Program Successfully Held

From October 22 to November 22, 2024, the “Digital Leadership Academy (DLA) 2024”, which is jointly organized by the Ministry of Communication and Digital Affairs of Indonesia and School of Public Policy and Management (SPPM), Tsinghua University and co-organized by the Institute for Sustainable Development Goals, Tsinghua University (Tsinghua SDG Institute) and the SPPM Cadre Education Center, was successfully held online. The training was divided into two sessions of 10 days; each session had 50 participants, and a total of 100 participants attended the training. The participants were senior leaders from government, business and academia from Aceh Special Administrative Region (Aceh) and East Kalimantan, Indonesia.

With the theme of “Development and Application of Digital Technology - China's Experience”, this training covers multi-dimensional exploration of the application of artificial intelligence technology, digital economy development policy, digital government development and construction, digital security and governance, and digital technology for industrial development. In particular, it focuses on how live e-commerce can promote China's rural revitalization and regional development. At the same time, the course combines a wealth of practical cases in China to teach the Indonesian Institute the practical application of digital technology in the construction of smart cities, improve public services, optimize the industrial chain and help the revitalization of the countryside.

Lecturing experts for this training include: Zhang Bo, Professor of the Department of Computer Science at Tsinghua University, Honorary Director of the Institute of AI at Tsinghua University, and Academician of the Chinese Academy of Sciences; Shen Weixing, Professor, former Dean of the School of Law at Tsinghua University, and Standing Council Member of the Civil Law Research Society of the China Law Society; Gao Yuning, Associate Professor, Associate Dean of SPPM, and Director of the Institute of International Development and Global Governance, Tsinghua University; Zhang Nan, Professor at SPPM, Deputy Director of the Laboratory of Computational Social Science and State Governance; Sun Yacheng, Professor and Chair of the Department of Marketing, School of Economics and Management, Tsinghua University; Wang Jiansong, Professor of the Department of Environmental Art and Design, School of Fine Arts, Tsinghua University, and Director of the Institute of Architectural and Environmental Art and Design, School of Fine Arts, Tsinghua University; Cai Xiongshan, Vice President of Kuaishou Technology, and Executive Director of Kuaishou Research Institution; Liu Xiaojie, Founder of Deepinnet Digital Technical LTD, former General Manager of Government and Daily Service Department of Alipay.com Co., Ltd.

The Special Administrative Region of Aceh, Indonesia, is known for its rich natural resources and long history and culture; the province of East Kalimantan, Indonesia, is the core area of mineral and energy resources, as well as the key to the construction of Indonesia's new capital. The two natural resource-concentrated regions still face significant challenges in the future in promoting smart city construction, digital economy development and regional digital transformation. Therefore, in light of the challenges of digital transformation faced by these two regions, this training has specially set up courses on smart city development and construction, digital technology for rural revitalization, live e-commerce empowering rural economy and social employment, as well as China's successful case studies, to help the Indonesian participants gain a deeper understanding of how digital technology effectively integrates with urban development and construction, creates new business models, and effectively facilitates the transformation of the regional digital economy, which will help the country to overcome the digital transformation challenge in the future. It provides an important reference for Indonesia to overcome the challenges of digital transformation in the future.

In order to help practice the national Belt and Road Initiative (BRI) and Global Development Initiative (GDI), SPPM has always been oriented to cultivate internationalized talents, and has been actively expanding the global academic cooperation and international talent cultivation. Since the launch of the DLA program in 2021, the SPPM, together with the Ministry of Communications and Digital Affairs, has conducted four Digital Leadership Academy Training Programs, training more than 300 senior leaders in the political, business, and academic sectors for the Indonesian government, and promoting the Indonesian government's digital transformation strategy and practice with its academic strength.

On October 20, 2024, Indonesia's new President Prabowo Subianto announced the new government cabinet, the former Ministry of Communication and Information Technology was officially named Ministry of Communication and Digital Affairs of Indonesia, and Ms. Meutya Hafid, the former Speaker of the Indonesian Parliament, was appointed as Minister of Communication and Digital Affairs of Indonesia, who was present online at the launch of the first DLA training program in 2021. This also fully reflects that the Indonesian government attaches great importance to digital technology and talent development in the national development strategy.

With the joint efforts of SPPM and the Ministry of Communications and Affairs of Indonesia, the DLA 2024 training program has been successfully concluded. This DLA training not only reflects the continuation of the long-term partnership between the two sides, but also marks that the DLA program has become an important bridge connecting the two sides in the field of digital technology and talent development.
